Volunteer State Health Plan, a wholly owned subsidiary of BlueCross BlueShield of Tennessee, said it earned the 36th and 43rd spots in the U.S. News & World Report/NCQA America's Best Health Plan 2007 rankings for Medicaid plans. It was among the top three performing plans statewide. The rankings are based on clinical quality and member satisfaction surveys. Chattanooga-based Volunteer State said BlueCare and TennCareSelects serve more than 300,000 members of TennCare, Tennessee's Medicaid program. .
